The 45th CIECA Congress will, therefore, provide an important platform to discuss how members might develop a more holistic, successful approach to driver training and testing across all categories as a unified part of a lifelong process of road safety education.  In 2011, the UN launched their Decade for Action - a global initiative to reduce the growing number of casualties on the world’s roads.  Their action plan sets out five pillars to achieve that goal. The fourth pillar is to improve the safety of all road users.  EU legislation already sets minimum standards for driver and rider licensing.
